📝 Billing Adjustments

If you are refilling or adding a pool (2,000+ gallons), you may qualify for a one-time annual sewer adjustment. 

(Note: hot tubs are not eligible.)

If you experience a leak, we offer a leak adjustment once per year, upon proof of repair.

If you are charged a late fee, we offer a late fee adjustment once per year.

📝 Senior Citizen Discount

The City offers a Senior Citizen Discount of 20% for Water & Sewer base rates for residents 65 years of age or older. 

The account must be in the name of the person requesting the discount, and proof of age will be required.

🧾 Billing Information

• The City reads the meters and prepares the bills between the 5th and 10th of each month.
• Usage is billed by the 1,000s of gallons. The minimum bill usage is 2,000 gallons.
• The City will send your monthly bill by the 20th of each month.
• Payment is due by the 5th of the month. 
• If payment is not received by 4:00 PM on the 12th of the month, a penalty fee of 10% of the balance will be added to your account. 
• The City will send a disconnect notice for any delinquent accounts on the 13th of the month. 
• If payment is not paid by 4:00 PM on the 20th of the month, a delinquency fee of $40.00 will be added to the account and the account will be disconnected. 
• To resume service, the past due balance and $40 delinquency fee must be paid. 
• The fee for a returned check or returned ACH payment is $30. 
• If you need to disconnect your services, there is a $25 fee.

🚛 Trash Service

Solid Waste services are currently provided by Ameriwaste through an exclusive franchise. 

Only Ameriwaste trash carts will be serviced.

The monthly cost will be added to your bill. The cost is $20.00 for residential and $35.00 for commercial. 

If you need an additional trash cart, it is a $7.10 monthly fee for residential and $24.37 monthly fee for commercial.

If you are needing a dumpster, please contact Ameriwaste directly at 281-331-8400.

Cans must face the street not earlier than 6 PM the day before service and have the can removed from the street by 8 AM the following day of service.

💰 Sewer & Water Base Rate Increase

There was a Water and Sewer rate increase approved, effective October 1, 2025.

⚠️ Late Fees

The late fee changed from a flat rate of $10 to 10% of the balanced owed, effective October 1, 2025. 

🤝🏻 Payment Extensions

The City offers payment extensions for eligible accounts, effective October 1, 2025. 

The policy states:

• The account can have no more than three (3) extensions per calendar year.
• The account has three (3) months of established, on-time payment history.
• The account has had no returned payments within the previous six (6) months.
• The account has had no failed extensions within the previous six (6) months.
• The account has a total balance less than $400.00.

The length of the extension and required payment terms will be discussed and agreed upon prior to approval.

The Utility Billing Department handles the metering and billing of water, trash, and sewer services within the City of Freeport.

The City of Freeport is making it easier for you to access up-to-date account information. New smart meters ensure accurate meter reads and will bring consistency to your utility bill. 

There are currently two portals to manage your water account, one for online payments and one for usage analytics, giving you insight into your water usage.

Office and drive-thru hours are Monday through Friday from 8:00 AM to 5:00 PM.
