Dr. Danielle Kelly, City Manager
The City of Freeport operates under the council-manager form of government. Under this structure and as designated by the City Charter, the City Manager is appointed by the Mayor and City Council and serves as the Chief Executive Officer of the City. Dr. Danielle Kelly was appointed City Manager in December 2025.
With more than two decades of experience in public sector leadership, she has built her career upon transparency, strategic growth, and collaboration through public-private partnerships.
Dr. Kelly believes that strong communities are built through trust, teamwork, and shared purpose. As City Manager, she focuses on strengthening core city services, promoting staff development, and fostering partnerships that position Freeport for long-term success.
A U.S. Marine with an impeccable service record, she holds a Doctorate in Public Administration and is an ICMA Credentialed Manager, a distinction that reflects her commitment to professional ethics and continuous improvement in local government leadership.
