Financial Transparency Center

The Transparency section of the Finance Department website is designed to provide residents, stakeholders, and governing officials with clear, accessible insight into the City’s financial operations. This area serves as a centralized hub for key financial documents and reporting, including adopted budgets, annual financial reports, audit results, debt information, investment reports, and other required public disclosures.

The section reflects the department’s commitment to accountability and open government by presenting financial information in a straightforward and user-friendly format. Ashlee Hurst, CGFO

Finance Director

Ashlee began her career in public finance at the Brazoria County Auditor’s Office, where she served for six years, gaining extensive experience in governmental accounting and financial oversight. She joined the City of Freeport in July 2023 as a Financial Analyst, quickly advancing to Assistant Finance Director, and was promoted to Finance Director in September 2024.

As a Certified Government Finance Officer, Ashlee oversees the City’s Finance Department, Municipal Court, Water Department, and Purchasing functions, ensuring sound fiscal management, transparency, and operational excellence across all areas.

Outside of work, Ashlee is an avid reader and enjoys time with her husband and teenage son. She takes great pride in serving the Freeport community with integrity and a forward-thinking approach to public service.

Lily Celedon

Staff Accountant

Lily began her career with the City of Freeport in 2018 at the Municipal Golf Course, where she developed a strong work ethic and dedication to public service. Her attention to detail and commitment to excellence led her to transition into the Finance Department, where she now serves as the Staff Accountant.

In this role, she supports the City’s financial operations with precision and care, ensuring accuracy, accountability, and transparency in every task. Lily’s journey reflects the City’s values of professional development and teamwork—growing from the greens to the books while continuing to make Freeport better every day.

Outside of work, Lily enjoys gaming and spending time with her cat and dog, balancing her analytical skills at the office with creativity and relaxation at home.

Joy Jacob

Special Assistant to Finance Director

Joy began her career with the City of Freeport in 2019 with Animal Control, where she developed a strong sense of dedication to serving the community. She then promoted over to the Municipal Court Department as a Court Clerk. After a year as the Court Clerk, she transitioned into the Finance Department, where she now serves as Assistant to the Finance Director with a focus on grant accounting. 

In this role, Joy plays a key part in ensuring financial accuracy and compliance across the City’s grant programs, contributing to the City’s ongoing commitment to transparency, accountability, and excellence in public service.

Outside the office, Joy enjoys spending time with her horse, dog, cat, and other farm animals, and can often be found hunting or enjoying the outdoors—a true reflection of her hardworking and down-to-earth spirit.
